ABSTRACT Our proposal for a system of quality management with a university of social responsibility based on ISO 9001:2008 and ISO 26000:2010, demonstrating the feasibility of having higher education institutions certified to internationally recognized and respected indicators that facilitate the upgrade, traffic and bonding. We strengthen strategic management, operational and support processes to deliver results that society expects of skills and values; where the view is prospective, timely decision making and adequate communication towards achieving the objectives. The Higher Education (HE) has to be positioned, adjusted and ahead to prepare better scenarios of good living, so its link with its stakeholders is ongoing and projected in strict relation to each area, region, country and globalization. This is achieved with the delivery of competent professionals. The organizational implementation demands a year if we have the resources and if there are a predisposition for cultural changes. According to this hypothesis it could be up to five years as we continue with the same human talent that rises in stages to a point of success and total understanding that would guarantee a world most efficient and humane. This system aims to improve the management of higher education through: designing an efficient schedule of activities in the implementation, optimizing routing and self-assessment, addressing barriers to change, creating a quality policy with comprehensive social responsibility by consensus, creating a center consulting and business advisory services for a next generation of teachers and provide a link to the community for entrepreneurs that contribute to a productive matrix change in Ecuador. As indicators are issued by the ISO organization this could replicate among member countries. The results generated by the SGC with SR are evident from the improvement of the service. The image of reliability, community awareness in their actions towards development, cost reduction, with their professional contribution to competitiveness, improving education, reducing dependency, increasing empowerment.
